Palmer eyes upgrades at Charles Chrin Community Center

Township officials kicked around ideas Monday night for more parking and new multipurpose outdoor courts at the Charles Chrin Community Center but no one will be playing on those new fields anytime soon.

Even though funding is not a problem, the planning and permit process is expected to “take the rest of the calendar year if you’re lucky,” said Dave Colver, chairman of the board of supervisors.

No action was taken by the supervisors, who are expected to continue discussions at next month’s meeting on a master plan for the community center.

The proposed upgrades are not a new topic of discussion. The township had obtained a permit but it expires in about two weeks, meaning the process will have to begin anew.

The process involves dealing with a host of engineering problems, including storm water management.

Money is apparently not going to be an issue.

The township has lined up a $243,800 grant from Northampton County, which the township will match, for phase one of the upgrades.

The township will get another $365,000 from the county in phase two, which the township will also match.

“We would not have to borrow a dollar,” Colver said,

Bethlehem to fight reinstatement of cop involved in drunken crash

Bethlehem Mayor Robert Donchez said the city will appeal an arbitrator's decision to reinstate a cop who was fired for misconduct.

Last year, Bethlehem City Council unanimously voted to fire Officer Richard Hoffman after he was charged with DUI while off-duty in 2013.

Police said his car flipped on East Broad Street and crashed into several parked vehicles.

Last month, an arbitrator ruled the city had cause to discipline Hoffman but not to fire him.

Donchez said he decided to file the appeal because of quote "the importance of this matter to public safety and related concerns."

City officials said there have been other instances of wrongdoing involving Hoffman, including an alcohol-related bar fight in Philadelphia.

Gov. Wolf unveils budget Tuesday

It's shaping up to be one of the most anticipated budget proposals in recent years.

On Tuesday, Pennsylvania Governor Tom Wolf will lay it all on the line when he introduces his 2015-16 budget. Wolf has also pledged to put more money into education. How he will do all of this has a lot of people talking.

The $3 billion hole in Governor Tom Wolf's budget is the result of one-time funding measures used by Gov. Corbett and new expenditures. Many "early leaks" of Wolf's 2015-16 budget speculate he will cut state property taxes.

Good news for some.

"There are a lot of elderly folks living in Northampton County and across Pennsylvania who are struggling to stay in their homes because of rising property taxes," said Northampton County Councilman Lamont McClure. While McClure doesn't agree with everything he has heard, he's excited to see how the budget might accommodate the tax cut.

It's believed Wolf could place the burden for the property tax cut, and an increase in state funding for schools on higher wage earners in the form of increased personal income taxes. There is also talk that Wolf could raise sales taxes, while cutting the state's corporate taxes in half.

"That will help create jobs to keep these young people here at home," McClure said.

"It's kind of a double edged sword because either way it's coming out of the taxpayers pocket," said Northampton County Councilman Mat Benol. Benol said he too is curious about how the cuts and increases will shake out, and how money will be spent.

"The way I see it, our test scores continue to go down instead of up and I continue to pay more for education. Now if I am going to be paying more to the state to backend my education system, why do I have to pay in essence two taxes for the school district," Benol asked.

The budget will have to be approved by the Republicans. McClure and Benol said they think Wolf and Republican leadership will be able to work together to get it passed.

Berks man creates backyard luge track

One Berks County man has spent weeks creating and perfecting a 400-foot luge track.

"First weekend of the new year it started snowing again," luge creator, Joel Gift of Kutztown said.

And that was the only excuse Gift needed to create it.

"The thrill, the energy," Gift said.

Gift spent eight weeks and hundreds of hours, all for one simple reason.

"For the kids," Gift said. "They get here and their eyes just pop out of their heads."

He even includes padding on the trees in case the kids bump them.

"I had one kid tell me it was better than Disneyland," Gift said.

Gift estimates about 50 kids have already slid down the track.
