Gov. Wolf unveils budget Tuesday

It's shaping up to be one of the most anticipated budget proposals in recent years.


On Tuesday, Pennsylvania Governor Tom Wolf will lay it all on the line when he introduces his 2015-16 budget. Wolf has also pledged to put more money into education. How he will do all of this has a lot of people talking.


The $3 billion hole in Governor Tom Wolf's budget is the result of one-time funding measures used by Gov. Corbett and new expenditures. Many "early leaks" of Wolf's 2015-16 budget speculate he will cut state property taxes.


Good news for some.


"There are a lot of elderly folks living in Northampton County and across Pennsylvania who are struggling to stay in their homes because of rising property taxes," said Northampton County Councilman Lamont McClure. While McClure doesn't agree with everything he has heard, he's excited to see how the budget might accommodate the tax cut.


It's believed Wolf could place the burden for the property tax cut, and an increase in state funding for schools on higher wage earners in the form of increased personal income taxes. There is also talk that Wolf could raise sales taxes, while cutting the state's corporate taxes in half.


"That will help create jobs to keep these young people here at home," McClure said.


"It's kind of a double edged sword because either way it's coming out of the taxpayers pocket," said Northampton County Councilman Mat Benol. Benol said he too is curious about how the cuts and increases will shake out, and how money will be spent.


"The way I see it, our test scores continue to go down instead of up and I continue to pay more for education. Now if I am going to be paying more to the state to backend my education system, why do I have to pay in essence two taxes for the school district," Benol asked.


The budget will have to be approved by the Republicans. McClure and Benol said they think Wolf and Republican leadership will be able to work together to get it passed.
