A recently-fired Allentown police officer was charged Monday with beating two suspects who were in police custody.
According to Lehigh County District Attorney James Martin, the former officer, Ryan Gabriele Alles, 28, of Quakertown, Pa., is charged with two felony counts of aggravated assault in the first degree, and two misdemeanor counts of simple assault in the second degree. News of the charges were released during a press conference Monday afternoon and in a companion news release.
Alles was hired by Allentown Police in January, 2013 and fired from the department on Friday.
According to Martin, the first suspect, Robert Fontanez, told investigators that Alles Tased him at least three times and then kicked him in his eye, head and ribs. Fontanez was arrested after a brief foot chase on the morning of June 12. 2014.
Fontanez lost consciousness, suffered vision loss and required four sutures to his left eyebrow, according to a press release from Martin's office.
That morning, police were looking for a suspected bank robber when Alles chased and arrested Fontanez, who did not match the suspect's description, Martin said in the release. Fontanez, was later charged with resisting arrest, disorderly conduct, possession of a controlled substance and public drunkenness, but those charges were dropped after Alles failed to show up to a hearing, Martin said.
Fontanez was not involved in the bank robbery, Martin said.
The second alleged beating took place on Dec. 18, 2014.
According to Martin, Allentown Police arrested Raul Roman after he allegedly stole a car. Martin said police chased Roman, who crashed the vehicle near Fourth and Liberty streets, then fled on foot. After his hands were placed behind his back and handcuffed, Roman said he was kicked in the head, Martin said.
Officers on the scene told investigators they saw Alles use a closed fist to strike Roman three times in his head and then kicked him up to three times in his head, according to Martin.
Roman has injuries to his head and needed three staples to close a wound, according to the district attorney's office.
