A survey shows the number of households entering winter without heat-related utility service has almost doubled since 2003, according to Pennsylvania's utility regulators.

The Public Utility Commission said its survey shows that about 23,213 households didn't have heat-related utility service. The utility commission said that's up from 12,000 in 2003 and 19,653 last year.

"With the winter months upon us, it is critically important for consumers without heat-related utility service to learn about their options for reconnecting service," said PUC Chairman Robert F. Powelson. "The coldest months of the year are approaching and it is dangerous for anyone to go through the winter without heat."

The PUC said some households may be counted twice because they are without both electric and natural gas service.

Another 1,959 residences are using potentially unsafe heating sources because of a utility service termination, bringing the total homes not using a central-heating system to 25,172, according to the PUC.
