Easton passes $33.1 million budget with no tax hike

Easton Council approved a $33.1 million budget for 2015 with no increase in property Wednesday night.


Council also tabled a resolution to repeal the city's per capita tax, a $15 per person tax that generates $93,000.


The city is considering repealing the tax in case the city "gets a negative decision" in the court case recently filed by Northampton County officials that seeks to have the county stop collecting the earned income tax.


The county took the city to court in light of a recent court decision that struck down a similar tax in Scranton, Lackawanna County.


Also tabled was a vote on whether to enter into a three-year contract with Glendon borough for fire fighting services, pending a review by the city solicitor.


Council member Elinor Warner said the proposed contract appeared on her desk Wednesday night and said she nor solicitor William Murphy had time to read it.


Glendon has offered to pay the city $16,863 next year, $17,706 in 2016 and $18,591 in 2017.


Council also agreed to pay Urban Matrix, a New York City firm that is updating the city's comprehensive plan, an additional $26,000 on top the $160,000 that was original cost of the plan.


A representative of the company, Shachi Pandey, said the extra money is required to enhance the study through additional meetings with neighborhood groups and additional graphics.


The project is being funded largely through grants from the U.S. Department of Housing and Urban Development.


Council reviewed plans for making Fourth Street a two-way street, as part of a larger traffic improvement project called the Northampton Street Corridor Project.


The presentation Wednesday night focused on how the changes will add north/south routes through the downtown and improve intersection timing.
