DA: School address on murder victim's brother was outdated

The staff at an elementary school in Chester County visited an outdated address while checking on the long-absent brother of a three-year-old boy who was later beaten to death, according to prosecutors.


Chester County First Assistant District Attorney Michael Noone said Wednesday that the Coatesville Area School District's files weren't updated to reflect a mid-October move of the student and his family.


Superintendent Cathy Taschner said Rainbow Elementary staff followed protocols and made multiple, unsuccessful attempts to contact the boys' parents by telephone, in writing and by visiting an address on file.


"During that time, the district used multiple means of communication to attempt to contact the parent," Taschner told 69 News on Monday.


The district said it relies on parents to provide up-to-date contact information.


Taschner ordered an internal review after prosecutors said three-year-old Scott McMillan's six-year-old brother missed kindergarten for the two weeks before Scott's death on Nov. 4.


The boys' mother, Jillian Tait, and her boyfriend, Gary Fellenbaum, are jailed without bail on first and third degree murder charges. Prosecutors are seeking the death penalty.
